The Rapides Parish School Board of Rapides Parish, Louisiana, met in special session at 4:30 o’clock p.m. on Thursday, December19, 2019 at the regular meeting place of said board in the Rapides Parish School Board Office, 619 Sixth and Beauregard Streets, in Alexandria, Louisiana.
President Wilton Barrios called the meeting to order and on roll call the following members were present:
Wilton Barrios, President
Darrell Rodriguez, Vice-President
Steve Berry, Member
Stephen Chapman, Member
Sandra Franklin, Member
Willard McCall, Member
Linda Burgess, Member
Absent: Mark Dryden, Member
Absent: Keith Breazeale, Member
Mr. Jeff Powell, secretary for the Board, was present for the meeting.

Attorney Mr. James Downs was not present for the meeting.

The Invocation was pronounced by Mrs. Sandra Franklin after which Ms. Linda Burgess led in the recitation of the Pledge of Allegiance.

Dear Sir/Madam:
By virtue of the authority vested in me by law and by reason of the fact that it is deemed necessary, advisable, and to the public interest that the Rapides Parish School Board be called in special session; now, therefore,
I, Wilton Barrios, President, do hereby give notice that the said board will meet in special session at its domicile at 619 Sixth and Beauregard Streets in the City of Alexandria, Louisiana, at 4:30 p.m. on
Thursday, December 19, 2019
for the purpose of considering, acting upon, deciding, and if deemed advisable, submitting the following propositions, to wit:
1. Call to order
2. Invocation, Pledge of Allegiance
3. Roll call
4. Motion to adopt a Resolution declaring Public Emergency for damages caused by severe weather on Monday, December 16, 2019 and authorize the Superintendent and/or Supervisor of Physical Plant to negotiated required construction and repairs – Ms. Liz Domite and Mr. Roy Rachal
5. Motion to approve paying all expenses related to the severe weather event on December 16, 2019 from the Special Reserve Fund with all insurance proceeds and disaster reimbursements being deposited back into Special Reserve Fund – Ms. Liz Domite and Mr. Roy Rachal

Public comment was solicited prior to the vote on items during this meeting.

A motion was made by Mr. Steve Berry and seconded by Mr. Darrell Rodriguez to adopt a Resolution declaring Public Emergency for damages caused by severe weather on Monday, December 16, 2019 and authorize the Superintendent and/or Supervisor of Physical Plant to negotiated required construction and repairs. A motion was made by Mr. Steve Berry and second by Mr. Willard McCall to approve paying all expenses related to the severe weather event on December 16, 2019 from the Special Reserve Fund with all insurance proceeds and disaster reimbursements being deposited back into Special Reserve Fund. (Item 5)
Discussion ensued.
On roll call the vote was as follows:
