                        The Rapides Parish School Board of Rapides Parish, Louisiana, met in special session at 6:00 o’clock p.m. on Wednesday, November 7, 2018 at the regular meeting place of said board in the Rapides Parish School Board Office, 619 Sixth and Beauregard Streets, in Alexandria, Louisiana.

                         President Keith Breazeale called the meeting to order and on roll call the following members were present:

                                                            Keith Breazeale, President

                                    Gerald Crooks, Vice-President 

                                    Stephen Chapman, Member 

                                    Sandra Franklin, Member

                                    Willard McCall, Member

                                    Darrell Rodriguez, Member

                        Wilton Barrios, Member

                        Steve Berry, Member

                        John Allen, Member

Mr. Nason Authement, secretary for the Board, was present for the meeting.

                                     Attorney Mr. James Downs was present for the meeting.

                        The Invocation was pronounced by Rev. Sherri Jackson of The Healing Place Ministries after which Mrs. Sandra Franklin led in the recitation of the Pledge of Allegiance.

Dear Sir/Madam:

By virtue of the authority vested in me by law and by reason of the fact that it is deemed necessary, advisable, and to the public interest that the Rapides Parish School Board be called in special session; now, therefore,

I, W. K. Breazeale, President, do hereby give notice that the said board will meet in special session at its domicile at 619 Sixth and Beauregard Streets in the City of Alexandria, Louisiana, at 6:00 p.m. on

Wednesday, November 7, 2018

for the purpose of considering, acting upon, deciding, and if deemed advisable, submitting the following propositions, to wit:

1.     Call to order

2.         Invocation, Pledge of Allegiance

     3.     Roll call

     4.     Motion to go into Executive Session to discuss litigation filed by Rapides Parish School Board, Citation No. 254,644-F, in Ninth Judicial District Court, Parish of Rapides, State of Louisiana Titled “Rapides Parish School Board versus Zurich American Insurance Co., ET AL” –Mr. Nason Authement and Mr. Roy Rachal

Public comment was solicited prior to the vote on items during this meeting.

                        A motion was made by Mr. Gerald Crooks and seconded by Dr. Stephen Chapman to go into Executive Session to discuss litigation filed by Rapides Parish School Board, Citation No. 254,644-F, in Ninth Judicial District Court, Parish of Rapides, State of Louisiana Titled “Rapides Parish School Board versus Zurich American Insurance Co., ET AL”. (Item 4)

                        Discussion ensued.                              

                        On roll call the vote was as follows:

AYE:                Mr. Rodriguez, Mrs. Franklin, Mr. Barrios, Mr. Berry, Dr. Chapman, Mr. McCall, Mr. Allen, Mr. Crooks, Mr. Breazeale 

NAY:                None

ABSENT:          None   

THE BOARD WENT INTO EXECUTIVE SESSION.

                          On motion by Mr. Darrell Rodriguez and seconded by Mr. Wilton Barrios, the Board voted unanimously to reconvene in Open Session.  

THE BOARD RECONVENED IN OPEN SESSION.

                         A motion was made by Mr. Darrell Rodriguez and seconded by Mr. Willard McCall to add to the agenda to authorize the Board President to execute a School Inspection Agreement with Rapides Planning Commission.  (Item 5)

                        Discussion ensued.  

                        Let the record reflect that Mrs. Franklin, Mr. Berry, Dr. Chapman and Mr. Allen left the meeting.

                        On roll call the vote to add to the agenda was as follows:

AYE:                Mr. Rodriguez, Mr. Barrios,  Mr. McCall, Mr. Crooks, Mr. Breazeale 

NAY:                None

ABSENT:          Mrs. Franklin, Mr. Berry, Dr. Chapman, Mr. Allen

                        A motion was made by Mr. Wilton Barrios and seconded by Mr. Willard McCall to authorize the Board President to execute a School Inspection Agreement with Rapides Planning Commission. (Item 5)

                        Discussion ensued.      

                        On motion by Mr. Wilton Barrios and seconded by Mr. Willard McCall, the Board voted unanimously to authorize the Board President to execute a School Inspection Agreement with Rapides Planning Commission. (Item 5)
