                        The Rapides Parish School Board of Rapides Parish, Louisiana, met in special session at 4:59 o’clock p.m. on Monday, June 19, 2018 at the regular meeting place of said board in the Rapides Parish School Board Office, 619 Sixth and Beauregard Streets, in Alexandria, Louisiana.

 

                         President Keith Breazeale called the meeting to order and on roll call the following members were present:

Mr. Nason Authement, secretary for the Board, was present for the meeting.

                        Attorney Mr. James Downs was present for the meeting.  

 

                        The Invocation was pronounced by Mr. Keith Breazeale after which Mr. Wilton Barrios led in the recitation of the Pledge of Allegiance.

Dear Sir/Madam:

 

By virtue of the authority vested in me by law and by reason of the fact that it is deemed necessary, advisable, and to the public interest that the Rapides Parish School Board be called in special session; now, therefore,

 

I, W. K. Breazeale, President, do hereby give notice that the said board will meet in special session at its domicile at 619 Sixth and Beauregard Streets in the City of Alexandria, Louisiana, at 4:59 p.m. on Tuesday, June 19, 2018 for the purpose of considering, acting upon, deciding, and if deemed advisable, submitting the following propositions, to wit:

 

1.     Call to order

 

2.         Invocation, Pledge of Allegiance

 

     3.     Roll call

 

     4.     Motion to ratify and confirm proposals received on Monday, June 4, 2018 at 11:00 a.m. by the Central Office Staff for “Tier 1 K-8 Math Curriculum” (RFP No. 18-76) and award proposal to the lowest responsive and responsible vendor contingent on low bid/proposal meeting all LA     Public Bid Law and contract document requirements and specifications – Mrs. Kim Bennett and Ms. Liz Domite

                   Source of funding General Fund  (2017-2018   $97,988)     General Fund    (2018-2019 $100,936)

                   School Redesign Grant (2018-2019 $134,530)    Amount $333,454 - Total – ($22.00 per student)

 

     5.     Motion to ratify and confirm proposals received on Monday, June 4, 2018 at 11:00 a.m. by the Central Office Staff for “Literacy Intervention Software” (RFP No. 18-75) and award proposal to the lowest responsive and responsible vendor contingent on low bid/proposal meeting all LA   Public Bid Law and contract document requirements and specifications – Mrs. Kim Bennett and Ms. Liz Domite

             Source of funding General Fund      Amount $181,275 (estimate)

 

     6.     Motion to ratify and confirm bids received on Monday, June 18, 2018 at 2:00 p.m. by the Central Office Staff for “Tioga High School Running Track Project” (BID No. 19-01) and award bid to the lowest responsive and responsible bidder contingent on low bidder meeting all LA Public Bid Law and contract document requirements and specifications – Ms. Liz Domite

             Source of funding District 11 Fund Balance   Amount $188,000 (estimate)

                        A motion was made by Mr. Steve Berry and seconded by Mr. Willard McCall to ratify and confirm proposals received on Monday, June 4, 2018 at 11:00 a.m. by the Central Office Staff for “Tier 1 K-8 Math Curriculum” (RFP No. 18-76) and award proposal to the lowest responsive and responsible vendor contingent on low bid/proposal meeting all LA Public Bid Law and contract document requirements and specifications. (Item 4)

 

                        Discussion ensued.

 

 A substitute motion was made by Mr. Steve Berry and seconded by Mr. Gerald Crooks to ratify and confirm proposals received on Monday, June 4, 2018 at 11:00 a.m. by the Central Office Staff for “Tier 1 K-8 Math Curriculum” (RFP No. 18-76) and award proposal to the lowest responsive and responsible vendor contingent on low bid/proposal meeting all LA Public Bid Law and contract document requirements and specifications and award to Great Minds and change School Redesign with amounts as follows

:                                 General Fund       (2017-2018   $97,988)   General Fund      (2018-2019  $100,936)                   School Redesign Grant (2018-2019 $134,662)

            A motion was made by Mr. Steve Berry and seconded by Mr. Willard McCall to ratify and confirm proposals received on Monday, June 4, 2018 at 11:00 a.m. by the Central Office Staff for “Literacy Intervention Software” (RFP No. 18-75) and award proposal to the lowest responsive and responsible vendor contingent on low bid/proposal meeting all LA Public Bid Law and contract document requirements and specifications. (Item 5)

 

                        Discussion ensued.

 

                        A substitute motion was made by Mr. Steve Berry and seconded by Mr. Willard McCall to ratify and confirm proposals received on Monday, June 4, 2018 at 11:00 a.m. by the Central Office Staff for “Literacy Intervention Software” (RFP No. 18-75) and award proposal to the lowest responsive and responsible vendor contingent on low bid/proposal meeting all LA Public Bid Law and contract document requirements and specifications and award to Achieve 3000 for $181,275.

 

                        Discussion ensued.

 

                        On roll call the vote on the substitute motion was as follows:

                             A motion was made by Mr. Steve Berry and seconded by Mr. Gerald Crooks to ratify and confirm bids received on Monday, June 18, 2018 at 2:00 p.m. by the Central Office Staff for “Tioga High School Running Track Project” (BID No. 19-01) and award bid to the lowest responsive and responsible bidder contingent on low bidder meeting all LA Public Bid Law and contract document requirements and specifications. (Item 6)

 

                        Discussion ensued.

 

                        A substitute motion was made by Mr. Keith Breazeale and seconded by Mr. Willard McCall to ratify and confirm bids received on Monday, June 18, 2018 at 2:00 p.m. by the Central Office Staff for “Tioga High School Running Track Project” (BID No. 19-01) and award bid to the lowest responsive and responsible bidder contingent on low bidder meeting all LA Public Bid Law and contract document requirements and specifications and award to Global Synthetics Environmental, LLC for $140,000.

 

                        Discussion ensued.

 

                        On roll call the vote on the substitute motion was as follows:

 

AYE:                Mr. McCall, Mr. Allen, Mrs. Franklin, Mr. Crooks, Mr. Barrios, Mr. Berry, Mr. Breazeale  

 

NAY:                None
