                        The Rapides Parish School Board of Rapides Parish, Louisiana, met in special session at 5:30 o’clock p.m. on Tuesday, March 22, 2016 at the regular meeting place of said board in the Rapides Parish School Board Office, 619 Sixth and Beauregard Streets, in Alexandria, Louisiana.

                         President Keith Breazeale called the meeting to order and on roll call the following members were present:

Keith Breazeale, President

Wilton Barrios, Vice-President

Steve Berry, Member

Stephen Chapman, Member

Gerald Crooks, Member

Sandra Franklin, Member

Willard McCall, Member

Absent:                                    John Allen, Member

Absent:                                    Darrell Rodriguez, Member

Mr. Nason Authement, secretary for the Board, was present for the meeting.

                                     Attorney Mr. James Downs was present for the meeting.

                        The Invocation was pronounced by Mr. Keith Breazeale after which Mr. Wilton Barrios led in the recitation of the Pledge of Allegiance.

Dear Sir/Madam:

By virtue of the authority vested in me by law and by reason of the fact that it is deemed necessary, advisable, and to the public interest that the Rapides Parish School Board be called in special session; now, therefore,

I, W. K. Breazeale, President, do hereby give notice that the said board will meet in special session at its domicile at 619 Sixth and Beauregard Streets in the City of Alexandria, Louisiana, at 5:30 p.m. on Tuesday, March 22, 2016

for the purpose of considering, acting upon, deciding, and if deemed advisable, submitting the following propositions, to wit:

1.     Call to order

2.         Invocation, Pledge of Allegiance

3.     Roll call

4.     Motion to go into executive session to hear the grievances of employees who were denied the 2015 one-time supplemental pay distribution and to thereafter in open session take action on the  grievances – Mr. Nason Authement

Public comment was solicited prior to the vote on items during this meeting.

                        A motion was made by Mr. Steve Berry and seconded by Dr. Stephen Chapman to go into executive session to hear the grievances of employees who were denied the 2015 one-time supplemental pay distribution and to thereafter in open session take action on the grievances. (Item 4)

                        Employees that were present were asked individually if they requested to be heard in Open or Executive Session.

                        Discussion ensued.

                        On roll call the vote to go into Executive Session was as follows:

AYE:                Mr. Crooks, Mr. McCall, Dr. Chapman, Mrs. Franklin, Mr. Barrios, Mr. Berry, Mr. Breazeale

NAY:                None

ABSENT:          Mr. Rodriguez, Mr. Allen

THE BOARD WENT INTO EXECUTIVE SESSION.

                       On motion by Mrs. Sandra Franklin and seconded by Mr. Gerald Crooks, the Board voted unanimously to reconvene in Open Session.

THE BOARD RECONVENED IN OPEN SESSION.

            Employees that requested to be heard in Open Session were heard at this time.

A motion was made by Mr. Steve Berry and seconded by Dr. Stephen Chapman to go into executive session to hear the grievances of employees who were denied the 2015 one-time supplemental pay distribution and to thereafter in open session take action on the grievances. (Item 4)

                        Discussion ensued.

 A substitute motion was made by Dr. Stephen Chapman and seconded by Mr. Gerald Crooks to accept the recommendation of Superintendent Authement to disqualify the following employees from receiving the 2015 one-time supplemental pay of $800 for

7.      Glenda Taylor

8.      Ruthie Fox

14.   Mary O’Connor

15.   Tina Burton Pullen

16.   Ashley Rothermel

17.   Victoria McNeal

18.   Patsy Moore

19.   Charisse Nash

20.   Amber Wiggins

21.   Kelly Bailey

22.   Donald Metoyer

Discussion ensued.

On roll call the vote on the substitute motion was as follows:

AYE:                Mr. Crooks, Dr. Chapman, Mr. Barrios, Mr. Berry, Mr. Breazeale

NAY:                Mr. McCall, Mrs. Franklin

ABSENT:          Mr. Rodriguez, Mr. Allen

THE MOTION WAS ADOPTED BY MAJORITY VOTE.
