The Rapides Parish School Board of Rapides Parish, Louisiana, met in special session at 4:30 o’clock on Tuesday, March 18, 2014 at the regular meeting place of said board in the Rapides Parish School Board Office, 619 Sixth and Beauregard Streets, in Alexandria, Louisiana.

 

President Janet H. Dixon called the meeting to order and on roll call the following members were present:

 

Janet Dixon, President

Julie McConathy, Vice President

Wilton Barrios, Member

Steve Berry, Member

Keith Breazeale, Member

John Allen, Member

Pam Webb, Member

 

Absent:   Stephen Chapman, Member 

Absent:   Darrell Rodriguez, Member

 

Mr. Nason Authement, secretary for the Board, was present for the meeting.

 

Attorney James Downs was present for the meeting.

 

The Invocation was pronounced by Mr. Wilton Barrios after which Mr. John Allen led in the recitation of the Pledge of Allegiance.

Dear Sir/Madam:

 

By virtue of the authority vested in me by law and by reason of the fact that it is deemed necessary, advisable, and to the public interest that the Rapides Parish School Board be called in special session; now, therefore,

 

I, Janet H. Dixon, President, do hereby give notice that the said board will meet in special session at its domicile at 619 Sixth and Beauregard Streets in the City of Alexandria, Louisiana, at 4:30 p.m. to commence on

 

Tuesday, March 18, 2014

 

for the purpose of considering, acting upon, deciding, and if deemed advisable, submitting the following propositions, to wit:

 

1.     Call to order

 

Invocation, Pledge of Allegiance, Roll Call

 

Motion for the RPSB to discuss and take action on the request from the Charter Schools USA/Alexandria Charter Academy – Mr. Nason Authement

Public comment was solicited prior to the vote on items during this meeting.

 

A motion was made by Mr. Steve Berry and seconded by Mrs. Julie McConathy for the RPSB to discuss

and take action on the request from the Charter Schools USA/Alexandria Charter Academy. (Item 4)

 

Mr. Darrell Rodriguez and Dr. Stephen Chapman arrived at the meeting at this time.

 

Superintendent Authement presented information to the Board and a lengthy discussion ensued.

 

Elmer Noah from Hammond and Sills presented information at this time.

 

Kim Williams from New Millennium presented information at this time.

 

Discussion ensued.

 

A substitute motion was made by Mrs. Julie McConathy and seconded by Mr. John Allen to take action on the Superintendent’s recommendation to approve a contract with New Millennium as our third party evaluator of Charter Schools USA/Alexandria Charter Academy in the amount of $7,500 with an additional of no more than $500 for incidentals.

 

On roll call the vote on the substitute motion was as follows:

Mrs. Webb, Mr. Berry, Dr. Chapman, Mr. Allen, Mrs. McConathy, Mr. Breazeale, Mr. Rodriguez, Mrs. Dixon

NAY:

None

ABSENT:

None

ABSTAIN:

Mr. Barrios
