The Rapides Parish School Board of Rapides Parish, Louisiana, met in special session at 8:00 a.m. o’clock on Thursday, April 4, 2013 at the regular meeting place of said board in the Rapides Parish School Board Office, 619 Sixth and Beauregard Streets, in Alexandria, Louisiana.

 

President Stephen Chapman called the meeting to order and on roll call the following members were present:

 

Stephen Chapman, President

Keith Breazeale, Vice President

Steve Berry, Member

Janet Dixon, Member

Julie McConathy, Member

Darrell Rodriguez, Member

 

Absent:            John Allen, Member

Absent:            Wilton Barrios, Member

Absent:            Pam Webb, Member

 

Mr. Gerald Woodard, interim secretary for the Board, was present for the meeting.

 

District Attorney James Downs was not present for the meeting.

 

The Invocation was pronounced by Dr. Stephen Chapman after which he led in the recitation of the Pledge of Allegiance.

Dear Sir/Madam:

 

By virtue of the authority vested in me by law and by reason of the fact that it is deemed necessary, advisable, and to the public interest that the Rapides Parish School Board be called in special session; now, therefore,

 

I, Stephen Chapman, President, do hereby give notice that the said board will meet in special session at its domicile at 619 Sixth and Beauregard Streets in the City of Alexandria, Louisiana, at 8:00 a.m. to commence on

 

Thursday, April 4, 2013

 

for the purpose of considering, acting upon, deciding, and if deemed advisable, submitting the following propositions, to wit:

 

1.         Call to order

 

2.             Invocation, Pledge of Allegiance

 

3.             Roll call

 

4.         Motion to go into Executive Session to conduct 2nd supplemental interviews with the Top 3 Finalists for Superintendent as follows: - Dr. Stephen Chapman

The above candidates have received notice that they will be discussed in Executive Session which complies with the 24 hour notice.

 

5.         The designated escorts will accompany the 3 candidates to the respective schools per the “School Tours Itinerary”.

 

6.         A “Mixer” for the 3 candidates and guest will be held from 2:30 p.m. – 3:30 p.m. at the Caroline Dormon Jr. High School located at 8906 LA. Hwy. 165 South, Woodworth, LA 71485.

7.         A “Meet and Greet” for the general public will be held with the Top 3 candidates from 5:00 p.m. – 6:00 p.m. at the Gladys Higdon Instructional Resource Center, 502 Beauregard Street, Alexandria, Louisiana followed by a Public Forum beginning at 6:00 p.m. with the Top 3 Candidates and with moderator, Dr. Greg Gormanus.

Public comment was solicited prior to the vote on items during this meeting.

 

A motion was made by Mrs. Janet Dixon and seconded by Dr. Stephen Chapman to add to the agenda to purchase a stop clock for the RPSB for use in the forum – Reason to Add: Time Sensitive to use at forum. (Item 8)

 

Discussion ensued.

 

On roll call the vote to add was as follows:

 

AYE:                Mr. Breazeale, Mr. Rodriguez, Mrs. McConathy, Mrs. Dixon, Mr. Berry, Dr. Chapman

 

NAY:                None

 

ABSENT:          Mrs. Webb, Mr. Allen, Mr. Barrios

 

Let the record reflect that Mr. John Allen arrived at the meeting at this time.

 

A motion was made by Mr. Keith Breazeale and seconded by Mrs. Janet Dixon to purchase a stop clock for the RPSB for use in the forum. (Item 8)

 

Discussion ensued and the amount of the stop clock is $55.00.

 

On roll call the vote was as follows:

 

AYE:                Mr. Breazeale, Mr. Rodriguez, Mrs. McConathy, Mrs. Dixon, Mr. Berry, Mr. Allen,Dr. Chapman

 

NAY:                None

 

ABSENT:          Mrs. Webb, Mr. Barrios

 

A motion was made by Mr. Steve Berry and seconded by Mrs. Julie McConathy to go into Executive Session to conduct 2nd supplemental interviews with the Top 3 Finalists for Superintendent as follows:

THE BOARD WENT INTO EXECUTIVE SESSION.

 

Let the record reflect that Mrs. Pam Webb arrived at the meeting during Executive Session.

 

On motion by Mr. Steve Berry and seconded by Mrs. Julie McConathy, the Board voted unanimously to reconvene in Open Session.

 

THE BOARD RECONVENED IN OPEN SESSION.

 

President Stephen Chapman announced that this meeting would continue throughout the day as printed on the agenda.

 

·                     The designated escorts will accompany the 3 candidates to the respective schools per the “School Tours Itinerary”.

At the Public Forum, the Welcome was given by Mr. Gerald Woodard, Interim

Superintendent.

 

Mrs. Janet Dixon Introduced the Moderator, Dr. Greg Gormanus.

 

Mrs. Johnie Varnado was introduced as the Official Timekeeper.

 

The Candidates were introduced and gave opening remarks and proceeded to answer the questions provided by the Community Interview Committee and from the Public.

 

Closing remarks were given by President, Dr. Stephen Chapman.

 

Pursuant to motion duly carried, the Rapides Parish School Board adjourned.
